California LifeLine is a state program that provides discounted home phone and cell phone services to qualified households (individual’s primary residence only). Each household must choose to get the discount either on a home phone or on a cell phone, but not on both. You may qualify for California LifeLine via Program-Based OR Income-Based. Documentation of proof of eligibility is required.

LIHEAP is a federal program that provides assistance to eligible low-income households to manage and meet their immediate home heating and/or cooling needs. The program is administered by the California Department of Community Services & Development.
Have you received a 24- to 48- hour disconnect notice or service termination from your utility company? Do you need financial assistance in paying your utility bill? Do you think home energy efficiency upgrades would help lower your monthly utility bill? If you answered “yes” to any of these questions, you may benefit from LIHEAP services.
Note: Due to limited federal funding for the program, applicants are prioritized based on greatest need, income, and households with vulnerable populations, including the elderly, disabled and households with young children.
